At 1120 October 3, 2009, the North Carolina ARES Eastern Branch (NC4EB) announced the National Weather Service reports Hurricane Ziva’s winds have decreased to 90 MPH and is heading NNE, having passed through Morehead City, is now over Cape Hatteras and is expected to continue this path along the North Carolina Outer Banks.
